On February 28, 2017, Charleston City Council gave first reading approval of an ordinance modifying the existing Accommodations Overlay. The ordinance will not be final until Planning Commission and City Council hold public hearings on this matter (more details below).

The pending ordinance will modify selected properties located within the Accommodations Overlay. The main goal of the proposed changes is to maintain a suitable balance of land uses in the downtown area and many things went into the formation of the proposed changes.  Existing building types, existing and proposed zoning and height districts, and proximity to residential neighborhoods were among the factors considered in the decision-making process. A comprehensive study of the existing Overlay Zone also included land uses of properties that are not currently used for accommodations.  Most properties are recommended for removal from the Accommodations Overlay Zone because their current uses are one or more of the following: 

  • Public (park, garage, etc.)
  • Existing Residential Units
  • Existing Office Space
  • Mixed Use (restaurant, retail, etc.)
  • Institutional (college, school, etc.)
  • Religious Building or Property, or
  • Undevelopable (marsh, water, etc.)
  
Property owners and the public will have many opportunities to voice concerns, voice support or ask questions during the three public meetings listed below. 


The proposed changes will be presented to the City of Charleston Planning Commission at a public hearing on Wednesday, March 15, 2017.  The meeting will begin at 5:00 p.m. and will be held in the Public Meeting Room on the 1st Floor of 2 George Street, Charleston, SC.

The proposed changes will be discussed again at a special meeting of the City of Charleston Planning Commission on Thursday, March 30, 2017.  The meeting will begin at 5:00 p.m. and will be held in the Public Meeting Room on the first floor of 2 George Street, Charleston, SC.

The Planning Commission’s recommendation will then be presented to City Council at a subsequent public hearing on Tuesday, April 25, 2017.  The meeting will begin at 5:00 PM and will be held in Council Chambers on the 2nd Floor of City Hall, 80 Broad Street, Charleston, SC.
