The Department of Housing and Community Development coordinates the provision of various housing, community and economic development programs in partnership with a number of organizations that include non-profit and for-profit developers.

The department is responsible for:

  • Creating, facilitating, and implementing activities and programs which stimulate community and economic development
  • Expanding the supply of available housing
  • Stimulating the construction and rehabilitation of housing for persons of very low, low, and moderate incomes in Charleston's neighborhoods

Housing and Community Development Funds


The Department of Housing and Community Development (DHCD) annually awards Community Development Block Grant (CDBG), HOME Investment Parternerships Program (HOME), and Housing Opportunites for Persons With AIDS (HOPWA) funding to organizations that provide services to citizens in the City of Charleston. HOPWA funding is also used to provide services to residents in the Charleston- North Charleston, Metropolitan Statistical Area or MSA.

The Department also administers the 
Enston Home funds to benefit elderly income eligible persons with housing assistance. Additionally, in partnership with the Charleston Dorchester Mental Health Center and Family Services, Inc. the DHCD administers thShelter Plus Care grant. The Department has also been awarded TD Charitable Foundation and Neighborhood Initiative Program funds to revitalize blighted properties.
