The Department of Budget, Finance and Revenue Collections (BFRC) is responsible for a diverse set of internal administrative functions that encompass the following:

  • Budget and Management
  • Finance and Accounting
  • Revenue Forecasting and Collections
  • Procurement
  • Management of Minority Business Enterprises
  • Management of the City’s Properties
  • Municipal Court Administration
  • Parking Management Services
  • Safety Management Citywide
  • Process and Service Improvements Citywide

Additionally, the Department strives to provide well-maintained and user friendly special facilities in the Charleston Visitor Center, Dock Street Theatre, Old Exchange Building, Maritime Center, Angel Oak and Old Slave Mart Museum that provide exceptional service and outstanding value to the City’s citizens and visitors.

The Chief Financial Officer (CFO) serves as both the departmental director and as the City's chief financial advisor.

development, revenue collection, real estate management, facility
management, municipal court administration, parking management services, safety management and process and service improvement structures that inspire trust, ensure accountability, and promote disciplined processes and procedures, proactive customer service and continuous improvement in all aspects of what we do.
