Livability & Tourism
The Department of Livability and Tourism is responsible for effectively, expeditiously and equitably enforcing City of Charleston Code of Ordinances with the goal of improving and sustaining the livability and quality of life of all City of Charleston residents, while promoting an environment that is receptive to tourism and historic preservation. 

Code enforcement officers inspect residential and commercial properties for compliance with City codes related to health and sanitation standards, litter and overgrowth, abandoned vehicles, storefront and sidewalk cleanliness, and garbage disposal regulations.  

Officer also ensure that vacant houses and buildings meet the minimum standards for property maintenance and preservation. Officers prepare and issues violation notices to property owners and tenants; issues summons to code violators; and provide testimony in Livability court.

Quick Response Squad officers respond to trash dump-outs, removes graffiti on public property, and removes abandoned bicycles in public right-of-ways.  


Tourism Enforcement officers enforce ordinances applicable to horse drawn carriages, motor coach tour buses, small tour buses, walking tours, Pedi cab/Rickshaw violations, and food vendors.

Tourism and Special Events Management:

• Serves as a member and coordinates with the City’s Special Events Committee to ensure that the guidelines outlined on approved permits are carried out in accordance with City Ordinance.

• Participates in institutional strategic planning to determine goals and scope of tourism management programs.

• Oversees the issuance of permits for tours, bus transportation, and bus parking.

• Oversees the issuance of tour zone medallions to carriage operators.

• Attends neighborhood meetings and other community functions as necessary to provide information to citizens about department policies and projects.
