Charleston Police Announce Homicide Arrest

Charleston, S.C. - On January 1, 2023, around 9:45 pm, CPD patrol officers were dispatched to Motley Lane, near Pinckney Street, regarding a 911 call reporting a person passed out or sleeping. Charleston Fire Department and Charleston County EMS also responded and rendered aid to the victim. EMS transported the victim to MUSC for further treatment.

On January 5, 2023, CPD was notified by the Charleston County Coroner’s Office that the victim died of unknown causes. CPD Central detectives initiated a criminal investigation regarding the cause and nature of the victim’s death. The victim’s autopsy was completed on January 9, 2023, and revealed he died from blunt force injuries.

CPD Detectives had identified Jeffery Scott Elliott as a person of interest and developed probable cause to believe that Elliott assaulted the victim during an encounter on January 1, 2023, in the area of 1 Cumberland Street in downtown Charleston. In conjunction with the evidence obtained in the investigation and the autopsy findings, the victim’s manner of death has been ruled a homicide.

Both the victim and suspect in this case were determined to be homeless and residing within the Charleston area. Jeffery Scott Elliott was taken into custody on January 9, 2023, and charged with one count of Murder. Elliott is being held in the Al Cannon Detention Center and is scheduled to have a bond hearing on January 10, 2023, at 2 pm.

The Charleston County Coroner’s Office will release the name of the deceased.

The investigation is ongoing. Anyone with information is asked to contact the on-duty CPD Central detective at (843)743-7200. Anyone with information who wishes to remain anonymous is asked to contact Lowcountry Crime Stoppers at (843)554-1111.
