The City of Charleston’s Department of Housing and Community Development engaged the services of Civitas to assist in the preparation of our five-year Consolidated Plan (Con Plan) and the Annual Action Plan for 2026 Both Plans are vital to our community.
The Consolidated Plan provides a road map to how we use future federal funding over the next five years.
