2020 Consolidated Plan and Analysis of Impediments to Fair Housing Choice

The City of Charleston’s Department of Housing and Community Development has engaged the services of JQUAD Planning Group, LLC to assist in the preparation of our five-year Consolidated Plan (Con Plan) and the Analysis of Impediments to Fair Housing Choice (AI). Both Plans are vital to our community. The ConPlan provides a road map to how we use future federal funding over the next five years and the AI is an evaluation of a local government’s laws, ordinances, statutes, and administrative policies as well as local conditions that affect the location, availability, and accessibility of housing.  The current Plan is located online in our Plans, Reports and Forms section.

Throughout the development of these reports City staff and consultants will be reaching out to the community to get input for the upcoming plans. An online survey has been created for residents and other community stakeholders to complete. The survey can also be printed and submitted via  email , or delivered to the Department of Housing and Community Development, 75 Calhoun Street, Suite 3200, Charleston, South Carolina 29401. Surveys will be received until February 21, 2020. 

Additionally, during the week of January 27, 2020, the City and JQUAD Planning Group, LLC conducted a number meetings  in the community to introduce the plans and to get feedback from the community on what the priority needs should be for the next five years.
