Basin Flood Action Committee

Overview

In October of 2024, City Council established the "Charleston Basin Flood Action Committee," known as the Basin Flood Action Committee to review City planning efforts and projects on water management including, the Basin Flood Action Program, the Charleston Water Plan, Army Corps of Engineers partnership, and City stormwater projects and maintenance, and provide recommendations to City leadership and staff.

The Committee is compromised of representation from each area of the City including, James Island, West Ashley, Johns Island, Daniel Island, and the Peninsula.

Committee Members

  1. Perry K. Waring – District Seven Council Member
  2. Michael S. Seekings – District Eight Councilmember
  3. Jamey Goldin – is a resident of the Peninsula and an experienced regulatory counsel at Kilpatrick, specializing in the energy field.  He has represented and counseled clients in proceedings before state public utility commissions, federal regulatory agencies, the South Carolina Supreme Court, other levels of state and federal trial and appellate courts, the state insurance departments, and other federal and state branches of government.  He also has extensive conservation experiences from working with farmers, hydrologists, wildlife biologists and others who have experienced efforts to preserve land and mitigate flooding impacts.  
  4. Grey Gowder- is a resident of West Ashley and Founder and Director of Carolina Ocean Alliance that advocates for community-based solutions to the challenges of climate change, environmental justice, and biodiversity loss through a systems-based approach.  The Carolina Ocean Alliance organizes and hosts The Hope Summit, a festival and conference that brings together citizens, nonprofits, and advocates from around the world to convene and explore issues facing our communities and the environment.  Grey has certifications in environmental advocacy, ocean conservation, nature-based solutions, community organizing, and advocacy-driven storytelling.
  5. Charles Wilson- is a resident of James Island and lifelong resident of Charleston, he serves as the President of CW Earthworks, LLC.  The landscape construction company concentrates on commercial and residential earthworks construction with a focus on drainage and green construction practices.  He spends both his free time and work in and around nature, land, and water and these experiences provide for a complex understanding of the problems and solutions in our changing environment.
  6. Rachel Honderd – a resident of Daniel Island and Senior Vice President, South Carolina Division, Alpha Corporation, a construction consulting firm.  An Army veteran of over 26 years, she served in leadership positions within the field of engineering, construction, and project management including command with the U.S. Army Corps of Engineers Charleston District and Executive Director for Civil Works.  She is also the Post President of the Society of American Military Engineers, Charleston Post
  7. Rick Anderson- serves as the Executive Vice President of Finance and Operations at the Medical University of South Carolina on the Charleston campus.  He is an integral part of the Medical District planning, an active member on the Green & Health Board and oversees all Facilities and Capital Projects for the University.  He has over 30 years of experience in financial and operational leadership at seven public universities and academic health centers across five different states. 
  8. Herbert Maybank –a project team leader of the Water & Soil team of CCRAB (Charleston Community Research to Action Board), has been active with the Lowcountry Alliance for Model Communities (LAMC) and in educating residents in the Upper Neck communities about the USACE 3x3 study.  He has family ties to the Rosemont Community and spends considerable time working on environmental justice issues in the area.   
  9. John Zlogar - is a retired resident of Johns Island that is actively engaged in promoting holistic solutions to address flooding and other land use issues impacting Johns Island.  Mr. Zlogar is a former senior executive with a high tech company and has been active in the Johns Island community, including heading a group that brings together government officials, non-profits, and residents to address the land use issues facing the Sea Islands.  He also co-founded an advocacy group that works to bring community-focused transportation infrastructure to the Sea Islands.
  10. Andrew Wunderley- is Charleston’s Waterkeeper and serves as the eyes, ears, and voice of local waterways.  He earned his J.D. cum laude from the Charleston School of Law in 2008. Prior to law school, he earned a Master of Science in Environmental Policy from the Graduate School at the College of Charleston. Andrew served as head coach of the Palmetto Masters Swim Team from 1997 to 2005. He coached former Council Member Kathleen Wilson to a successful crossing of the English Channel in 2001 and four other marathon swims. He is a life long swimmer and surfer and has swum, surfed and paddled almost all Charleston’s local waterways.
