Annexation Eligibility & Process

As governed by South Carolina State Law Title 5, "Municipal Corporations", your property's annexation eligibility is determined by its  connection with the existing City limits.

Is My Property Eligible?

To be eligible for annexation into the City of Charleston, your property must be:

• Contiguous or "touching" City of Charleston limits
• Not already in another municipality (Must be an unincorporated County property to annex)
• Approved by City Council

Annexation Eligibility

• Ask our Annexation Planner: Send your address or tax map number by emailing the Annexation Planner to request an eligibility review. We will review your location and contiguity on a map to determine if your property is eligible and return your email.
• Check your eligibility online: Go to your county’s geographic information systems (GIS) online service to review a map of your property. Their online services also allow you to review your zoning, buildings, fire stations, etc. More info on accessing Charleston and Berkeley County GIS sites below.

Charleston County Property Owners

Follow these steps to locate your property online:

1. Go to Charleston County’s GIS maps online (please note Charleston County’s terms of agreement)
2. Enter your address or parcel id number (TMS) in the search fields
3. Turn on the municipal limits layer by checking the box in the right hand column labeled "Municipal Limits"
4. Review whether your gray property "touches" the city limits shown in pink

Berkeley County Property Owners

Follow these steps to locate your property online:

1. Go to Berkeley County’s GIS maps online (please note Berkeley County’s terms of agreement)
2. Enter your address or parcel id number (TMS) in the search fields
3. Turn on the zoning layer by checking the box in the right hand column labeled "Berkeley County Zoning"
4. Review whether your colored property "touches" the Charleston city limits shown in white
