ANNOUNCEMENT
The City of Charleston Department of Housing and Community Development will accept funding applications for the U.S. Department of Housing and Urban Development, Office of Community Planning and Development, Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) funds for the 2026-2027 program year.
Applications must be received through Neighborly Software (participant portal Link -
https://portal.neighborlysoftware.com/CHARLESTONSC/Participant) by January 30, 2026, at 4:00 p.m. EXCEPTIONS TO THIS TIMELINE ARE NOT PERMITTED.
MISSION STATEMENT: The mission of the Department of Housing and Community Development (DHCD) is to create, facilitate, and implement activities and programs that stimulate community and economic development, expand and preserve the supply of affordable and workforce housing, and stimulate the construction and rehabilitation of housing for persons of very low, low, and moderate incomes. The DHCD addresses priority goals established in the Consolidated Plan through established programs in Development, Preservation, Grant Administration, and Homelessness Initiatives.

Affordable Housing Dashboard

The Affordable Housing Dashboard is intended to increase transparency and collaboration around the creation of affordable housing in the City of Charleston. It shows all proposed and existing affordable housing in Charleston, and is updated on a nightly basis.
